Paul, a resident of the Swinomish Indian Reservation, is a private practice attorney in La Conner. She is married to Kevin Paul, Swinomish senator and master carver. She is also a member of the Northwest Inupiaq Dancers, who performed June 28 at the Washington State History Museum in Tacoma. She served as a tribal judge pro tem in the Northwest Intertribal Court System and served two terms as co-vice president of Washington Women Lawyers. Paul is admitted to practice law in the Swinomish and Sauk-Suiattle tribal courts. She is a member of the American Bar Association, Washington State Bar Association, Skagit County Bar Association, National Native American Bar Association and the Northwest Indian Bar Association. Notice of Intent to Form a WSBA Civil Rights Law Section Petitions are now being circulated to form a new WSBA Civil Rights Law Section pursuant to Article IX of the WSBA Bylaws. This area of law falls within the purposes of the WSBA as provided in General Rule (GR) 12. There currently is no other section or WSBA entity whose primary focus is on civil rights law, other than the Civil Rights Committee. Whether the Board of Governors determines to continue or discontinue the Committee, the Section, supported by Section member dues, would be in a stronger position to present CLE programs, publications, and work with other WSBA entities such as the Council on Public Legal Education, the Committee for Diversity, and others. A subcommittee of the WSBA Civil Rights Committee chaired by Patricia Paul, and including Tracy Flood, Molly Maloney, Sharon Payant, and Wilberforce Agyekum, will work on this during the required six-month waiting period. Patricia "Pat" Paul Accepted to Harvard Patricia Paul, Inupiaq, was recently accepted into prestigious Harvard University's John F. Kennedy School of Government program, "Innovations in Governance." Invited by Harvard to apply, Ms. Paul was accepted into the one-week program offered through the Kennedy School's Executive Education program and the Ash Institute of Democratic Governance and Innovations. The program is designed to teach senior executives how to best devise and deploy new institutional arrangements to respond to their organizations' needs. Ms. Paul, who received her J.D. from the Seattle University School of Law, will attend the Fall 2005 program. Greetings: Our own Pat Paul has accepted an offer as a full-time faculty member at Northwest Indian College in Bellingham, Washington, on the Lummi Indian reservation, in Public and Tribal Administration. She will be teaching Public Policy, Principles of Planning, Organizational Theory and Development, etc. and lecturing via satellite at instructional sites at many tribal locations, including: Lower Elwha, Makah, Muckleshoot, Nez Perce (Idaho), Nisqually, Nooksack, Port Gamble, Quinault, Samish, Skokomish, Stillaquamish, Suquamish, Swinomish, Tulalip, Umatilla (Oregon) and Upper Skagit. Program goals are to train tribal members to become tribal and public administrators in their own tribal governments/communities. In February of 1999, NativeWeb formally incorporated itself as a non-profit corporation in the State of New York under the name NativeWeb, Inc. It established a formal board of directors with 10 board members (Marc Becker, Shane Caraveo, David Cole, Keely Squirrel Denning, Peter d'Errico, Alan Mandell, Pat Paul, Tara Prindle, Karen Strom, and Carmel Vivier). The group now included a software programmer; a computer network specialist who was a member of a Native American tribal council; a lawyer who was a tribal judge; an independent legislative analyst focusing on native-related issues; a law office manager and freelance writer who works with native communities in Canada; a novelist writing stories on native issues; and two university professors: one a lawyer involved with Indigenous peoples' legal issues and the other a historian focusing on Indigenous issues in Latin America.
